QuotEdit is a Mac OS X application for creating, editing, sorting, and printing lists of quotations. The latest version (0.9) should be fully functional and free of bugs. Please report any problems you have. You can download the application and source below:

QuotEdit saves files in QML format. QuotEdit can also open QEL files, as well as regular text files (which are parsed as a quotation/source pair if possible, or just dumped into a new quotation).
